What Does Facebook "Learning" Mean?
"Learning" means that your storm campaign's Facebook ad is currently in the process of being automatically optimized. This is not a problem, and you don't have to do anything but wait for the optimization to be complete. Once it's done learning, your ad will move to "Active." Every new ad must go through the learning phase.
If your ad campaign shows "in learning" and has been stuck there for multiple days, however, then we may need to make some changes to help the ad progress.
Essentially, an ad stuck "in learning" means that there have not been enough clicks for the tool to learn the optimal placement. We may need to tweak the ad's settings to get it through the learning phase.
Your Facebook ad will continue to learn user behavior and optimize itself throughout your entire ad campaign. The learning phase is simply the most focused step and must be completed before your ad becomes officially active.
How to Move Your Facebook Ad Through "Learning"

It might be that the audience is too limited, that the ad budget is too low to achieve realistic results, or that your ad simply needs more time. If you are running multiple Facebook ad campaigns at once, it may be better to combine them into a single campaign (especially if you're targeting the same storm date.)
